1. Committees
All Committees shall elect their own Chairman.
For the time being, the duly elected Committees of the Association,
their composition and duties are:
A. Coaching and Grading

Shall comprise such elected members, but shall have the power
to co-opt further members if necessary, such co-opted members having
full voting rights.

Appoint a Sub Committee of not less than 3 of its members who shall
be responsible for the
Coaching and Grading of Senior A Referees.

Appoint one or more of its members who shall be responsible for
appointing referees to all ordinary competition fixtures under the
control of the Manawatu Rugby Football Union. Such appointments
are subject to the approval of the Coaching and Grading Committee.

Classify active members of the Association as and when required.

Institute and maintain an effective Coaching Programme for the
benefit of all members.
A Training and Development Officer shall:
5.1 Institute and maintain an effective coaching programme for
the benefit of all members.
5.2 Each year shall formulate and maintain an effective lecture
series.
5.3 Provide suitable person/s to tutor members seeking to sit the
Theory or other examinations as set by the New Zealand Rugby Football
Union.

Advise the Secretary, in writing, with the list of the active
member’s current grading status by the 31st August each year.
This list will form the basis for the succeeding year until changed
under point 1 A point 4.

Advise the Secretary, in writing, the names of the Top 5 Senior
A Referees in order of merit, by the 31st August each year.

Require that a pre requisite for promotion to Senior A status be
that the member has passed the NZRFU Level 2 Examination.
B. Social Convenor
- Shall be appointed by the Executive Committee and
shall have power to co-opt members as necessary, such co-opted members
having full voting rights.
- Shall institute and maintain an effective financial accounting procedure
as directed by the Treasurer.
- Each year shall formulate and maintain a program of social events
to enable members to enjoy to the fullest, the amenities and fellowship
of the Association.
2. Financial
A. Honorariums
Honorariums shall be determined by the Annual General Meeting and
for the time being are set for:
- Secretary
- Treasurer.
- House Manager.
B. Subscriptions
- The annual subscription rate for members shall be
determined at each Annual General Meeting.
- Subscriptions shall be payable not later than 31st
May each year. Any new member joining after this date shall pay the
subscription immediately upon being accepted as a full member.
- Any member failing to pay a subscription within the prescribed time
may be suspended by the Executive and/or consideration taken of in
appointments to fixtures, until payment is made.
- Non financial members have no voting rights at any Meeting of the
Association.
- An active member who transfers in during the current season and
who is financial member of his previous Association is deemed to be
a financial member of this Association.
C. Levies
Any levies deemed necessary by the Executive Committee may be set from
time to time.

The duties for the time being are attached as Appendix 1.

4. Uniform
The Uniform of the Association shall be determined by the Executive
Committee, who may alter it from time to time.
5. Publicity
Only the President, or in his absence, such person/s authorised by
the Executive Committee, shall make Official Policy Statements or News
Releases
6. General
- Any member who fails to act at a match to which
he has been appointed (either as a referee or touch judge) shall be
called upon for an explanation and dealt with as the Executive thinks
fit. If he fails to act when called up for three (3) consecutive appointments
he shall cease to be a member of the Association.
- The Address and telephone number of each member shall be supplied
to the Secretary at the commencement of each season. Should a member
change either his address or telephone number during the season, notice
of such change shall be given to the Secretary within fourteen (14)
days.
- Every member shall be allowed to introduce visitors subject to such
regulations as may be made from time to time by the Executive. Every
visitor shall be considered the guest of and accompanied by the member
introducing him. No person shall be introduced as a visitor into the
Association who has been expelled from membership of the Association,
or whose conduct or presence in the Association’s premises,
shall be considered by the Executive objectionable or prejudicial
to the interests of the Association.
7. Alteration of the bylaws
Alterations to these bylaws may be made at any General Meeting of the
Association, provided that:
- 14 days notice, through the minutes of a General
Meeting is given of such alteration
